Looks a clever way of smuggling drugs to me, drugs packed into poo pellets combined with tar or something to keep them solid, then smuggled into the country in the waste tanks of boats and camper vans. Not that clever though if it's washing up on random beaches. Maybe a drug poo smuggling boat sank or something.
